I have just put a spare engine on an old hayter. It is a vertical shaft for the blade but slightly unusual in that it has a vertical shaft driven off the crank to provide drive to the rear roller. If it wasnt for this I would have stuck an old Honda engine on it by now and wouldn't need to post.
Issue is that the throttle cable is set correctly but I am only getting marginal adjustments to engine speed by moving it. The engine runs fine, cuts fine but is either at start (choke) position or full throttle. It does not race and does not bog down easily so I think the governor is working fine. I can slow the engine speed by adjusing the idle speed screw, then it will react more to the throttle cable but the top engine speed isnt high enough. I am struggling to find a pic to verify the governor spring positions are correct. The throttle butterfly is free moving and choke moves as it should.
