Briggs 12.5

Interesting project today.
Neighbours 12.5 briggs ride on wouldn't start the other day. He rang me to ask my advice. Long story short, I decided via whats app video call, no compression. In fact the compression was coming out through the carb.
Anyroadup. Video call again this morning and loan of a few of my tools, I got him to remove the head. Sure enough, inlet valve stuck open by what im assuming is an unleaded seat/insert???? that has detatched.
Put it back in the seat area enough to prove that both valves now working. SO is this a common fault and what do we have to do to remedy please.

On Briggs, if a seat comes loose.
A common way to repair them is peening.
You put the seat in and use a pin point punch multiple times on the aluminum around the valve seat.
This displaces the metal toward the seat and tightens the hole.
Never had to do it myself.

Peening a seat in place? At best it will distort the seat and probably move it off centre to the valve, at the very least I would recut the seat and lap the valve.
