bolt name

hi need to replace some bolts on project vehicle but cant find name of them.

the head as like washer fitted to it but its solid if you know what i mean?
nuts are the same.

On here http://www.beal.org.uk/hardware-fasteners/nuts/cat_139.html the nuts are called flanged nuts, so I expect the bolts are called flanged bolts.

I've always known them as 'SEMS' but perhaps that is the style with a washer fixed under the head in such a way that it still is able to rotate

cheers for that brain hasnt been working right of late, just couldnt think what they were called.

will go to local bolt shop and get some
