Perhaps more important with fuel, but doing it that way you can close them quicker should the need arise.I only ever crack the bottles (both shielding gas, oxy and acet) half a turn and have never had any problems, however this may not be the right way of doing it
Never wind them right out.
I don't know if there is any truth in talk of damaging the valves by doing so, but it's bad practice on any highly pressurised cylinder to leave it so the valve can't be closed quickly.
1/4 turn seems to do it, half is plenty.
