I'm not one for knocking anyone who "has a go"
BUT;
You were pi$$ing in the wind with that return edge, you should have made it bigger and drilled it for plug welding then ground off the old lip and plugged the new section to the old inner sill.
There is still zinc based anti corrosion primer visible where you're going to weld, bad idea !!! If it isn't shiny steel for a good inch past the patch you're making life hard for yourself.
The patch also looks like it's coated steel.
Zero penetration. You didn't have it set too high at all, you might as well have stuck it on. More volts and maybe less wire speed needed for that tack, tack, tack tecnique.
I'm also thinking the patch wasn't tight to the panel in places, again making life difficult.
Don't take this badly, just trying to be constructive. At least you tried and hopefully learnt.

Ah......
Wire wheels tend to polish things a bit, you have to be very careful to get things clean. I very rarely use them these days unless it's a knot wheel to knock off the worst lumps of rusty gack.
Grinding stones are ok, but tend to remove too much metal when used for clean up.
Get yourself some flap disks and some strip disks, makes cleaning so easy you'll strip the whole sill just to get the paint looking good.
Get some 1mm cutting disks and you'll be removing rusty steel like a surgeon too.

One question...
Why plate OVER the rust ? you know it'll just eat out sill from behind the repair plate.
I always cut out the rust then treat the inside with a anti rust paint then put a plate over (on my own vehicle s I flush weld in the repair section)
I had to do some welding on a friends mazda today as it failed the mot on a rusty sill, it had 4 plates welded over the top of each other and the metal behind was soo thin it all had to be removed! so I made a half sill to repair the area.
