It's the modern way; if they really wanted to make us 'safe' owning mills, lathes and other workshop gear would need a licence and regular inspections. Ferric Chloride is pretty hygroscopic so it absorbs moisture and goes sludgy.

For two reasons (1) money, the health and safety industry make money filling in forms and doing inspections and being a pain in general. (2) The nanny state that europe has become. Can't have you hurting yourself now can we ?

Did you know that Tony Blair when he was PM did actually investigate and was considering banning the ownership of machine tools by individuals ? He was concerned people might make firearms on them. Luckily for you someone talked him out of it.
