it was a ridiculous idea anyway, anyone going to drive illegally will not worry about sorn, just because its registered at dvla as being in someones garage doesn't mean it actually is, still its a move in the right direction

If you take a car off the road, say the MOT has run out, you've got to keep it insured unless you declare SORN, even if you don't intend to use it.

The way I read it is that you still have to declare something SORN, but once you do, they'll class it as SORN until you say otherwise, or unless someone becomes the new owner. So, it'll still need a SORN declaration initially, but there won't be the annual redeclaration required after that.

Once SORN is declared, it should nullify that requirement until DVLA are notified otherwise.

You have to declare a SORN and once you do it runs out after 12 months then you need to tell them its still SORN if you dont you will get fined for no tax. I had to SORN my golf every 12 months

Normally, yes. The link above says they'll do away with it as of a few days from now though, so SORN once and no yearly renewal of, from then on.
