Re small amounts of mortar with plasticiserWatch out for the dosage of the plasticer in small batches. I struggle not to overdo it if I'm doing a part mix of a mixer. In a bucket, you might need a pippet
Plastering afterwards will cover many sins and add a little strength.
Tyrolean render after that will hide even more.
The way I did the ties was to bed the wall plate on motar, once dry, fitted the L shaped ties as shown. Then once we had built the roof 8x2 timbers, added extra ties down from the roof timbers to the walls. Building inspector was quite insistent on this, us being quite exposed. These ties were also added to the truss roof in addition to the supplied metal work for fixing the trusses.From our recent extension to give you an idea

the straps are to hold the roof down in stormy high wind conditions thats why they are so long down the blockwork. ive seen a few that hadnt them fitted and the complete lot blew offNo, 'L' shape with the short leg fixing into the top of the wall plate.

IIRC, they should come down 1m / max spacing 2m (if you're fussed about any sort of regs. - If so, double check, as my info is about 20 years old).
