A bit puzzled by your question as a tube notcher is a jig, so if you make a jig you don't need a notcher, and if you buy a notcher you don't need a jig. If you are making jigs, all you need is a holesaw and a pillar drill.
I'm guessing that it's so you can make notches at opposite ends of tube such that each pipe is exactly the same length, and notches are at exactly the same angle?
it might be easier to make a jig which references against one notch to make the second notch in the correct place?
Its a frame ive got to make a lot of. As quickly as possible so i'm building the tube notchers into the jig for the frame so the wholes are quickly and easily cut in the same place same angle.

That type of notcher is pretty common and you find them with different manufacturers labels on them.
£70 is probably about right.
I have one exactly the same but might have had a different label on it.
Don't trust the angle gauge...mine is about 2* out.
