If it's ally, then hammerforming is the easiest way. Make a hardwood buck of the shape you want (minus the thickness of the material), anneal the ally, clamp it well to the buck and bash it into shape with a hardwood "chisel" and/or a plastic/wooden mallet. Re-anneal as necessary. It's surprisingly easy.

Lots of stuff on this in the Ron Fournier books and even a DVD of the great man doing it from Frost's.

You can do the same with steel (I'd not use galvanised because of the health risk -- you could always get it zinc sprayed/galvanised later) but much more difficult and the buck has to be steel (and often heated for the bits to be shrunk and stretched). Ideally you want a mild steel with a very, very low carbon content (your supplier will advise).

Series III - no holes for the headlights. And they were originally made from steel.

What about a leaf break? Could that do stuff like this and are they expensive?

Are you making one or a few? If it was just one I would hammer the bends over the edge of a steel table using a plastic faced hammer. Couple of bends in there you'd need a thick strip of metal secured to the bench to get the height once you'd made the first few bends.
