Basic Metal file query

Gents

Going to be a very basic question - I have only owned a flat file handle so never had to consider this.

I picked up an adjustable file holder (blue) as per the below picture which came with the metal strip where the file would go....

Do I remove this metal strip and replace with the actual file or does this part need to stay in place and the file gets screwed in beneath the metal strip?

On my one that came with my recent hoard of skip rescued tools, the plate supports the file and allows it to be adjusted for curvature..

Steel strip stays on.
It allows you to adjust the file for convex or concave shapes and everything in between.

They're not metal files but for filing body filler or wood!
