What's the best way to prep bare metal car panels following paint stripper ?

Wash off, dry off and epoxy prime

Just water then dry off and panel wipe before epoxy

I'd use cellulose thinner as well as water with a scotchbrite pad, then machine sand the metal and then prime.
I use the small foam rollers, even on 2 pack, if any areas don't dry properly, commonly in the corners wipe off with thinners and re-prime.
