you woud oorwud get arc-eye badly not by looking at the arc directly but by walking past.you would get arc-eye more-so from the side of the eye I know i hurts

I think you will find that if you are more than 6 foot away from the arc there will be no effect on the eye. There are articles on this effect, the TWI etc. THe Health and Safety dudes seem to want curtains everywhere "the significant risk" factor.
You shouldn't get "Arc eye" in the traditional sense, where the UV actually burns the top layer of skin off the eye ball, but you may get a "flash" which hurts your eye from looking directly at a very bright light. This would apply to any bright light tho.
