How can it sharpen a drill bit?

We had something like that on ship I worked on. Central 250amp arc welder in the engine room, but hard bolted outlets in various places around the ship. So you could arc weld anywhere. The gadget would be plugged into the earth lead hole, and you’d stroke the welding rod either up or down the gadget, to somehow raise or lower the amps setting way down in the main welding unit. No idea how it worked.
