Yes, used them a few times at work.
They are Tension Control Bolts https://www.tcbolts.com/en/
You need a special tool to tighten them correctly.
It has two drives, one twelve point internal to a hex that fits the nut.
The twelve point is held stationary in the tool and the hex is driven against it until the twelve point stub shears off the end of the bolt.
The tool can be electric, air or hydraulic depending on bolt size and the environment you're working in.

They are not particularly expensive, and if you have only got six they are not worth the effort.
