You missed my point Kent, our local Planning department charges a flat fee of £160 to look at your proposed build to see whether it needs planning or not, they will refuse to discuss it without this fee. If I had checked with them first for all of the building work we have done that £2000-£3000 would have been for the PD to say no you don't need planning permission!you don't need to spend that sort of money on planning even if required, in fact there is actually no need to submit correctly scaled drawings for full planning permission only Builing regs approval. I will have a wild punt and guess monkeymark paid nothing at his council to get confirmation none required. The last fee I paid for planning permission on a 1 million property was about £250 , I think your getting all muddled up with bregs and pp. Building regs needs proper drawings, usually calcs on the stucturals an is based upon percentage of the build cost they estimate
As an example when we built the large extension, which had to be under 4m in height, I rang up the planning to enquire as our ground was sloping was the 4m measured from the high or low? Their reply was to submit drawings and the standard fee of £160 and they would look into it!
In the end it didn't matter as we changed the design and had a pitched roof with a 1800mm flat traditional copper section on top.
