Certainly looks like a dentist could use it. Maybe for forming curves in wire for dentures or other dental appliances. Not worked out what the hinged part is for though.

I used to work at a dental equipment supplier years ago, and I saw loads of beautifully made tools like that, but all stainless. If that IS a dentists tool, I'm surprised to see the rust.

I have something vaguely similar, but without the hinged bit.

Difficult to tell from the pic, but the serrations look to be angled back towards the handle(s)? That would indicate it's meant to get a firm grip on whatever....
