Buy the longest staples that will fit in your model and as you say you want the heads just under the surface.

Screws.

You could use collated screws

Failing that, collated nails and a real nailer...

18ga brads are really not up to fencing if you want it to last.

I bought my aldi stapler/nailer for building the rabbit house (stapling wire to frame) and also for woodwork workholding while glue sets...

I bought a collated air nailer at a car boot, only cost me a fiver and it fires 50mm annular ring nails.
Downside was I had to spend £40 on the nails as the smallest pack I could get was 10,000!
