Advice please

Looking at a mig for sale and he has it up as 3 phase...looking at spec plate am i right in thinking its dual voltage and i could put a 30 amp lead on it and how would i swap the voltage over if its doable??

might be wrong but it is 3 phase depends on what country its used in but cant see it working
on single phase 240 in the uk
