Advice needed for ongoing project

My car is a 1994 Renault Clio Williams 2 and because of its rariety and not being able to afford a new car ive decided its time to restore it as best I can.

I have a list of jobs as long as your arm but the vehicle is currently a daily driver making a lot of jobs impossible to do.

My main concern is paintwork condition so my first job is to tackle some of the bubbles in the paintwork on the rear arches.

My problem is understanding the correct way to go about this.
So far im thinking im going to have to take it back to bare metal to see what i find which im expecting to see loads of filler due to the job being done 2 years ago by an alledged proffesional bodyshop.

Now when its back to bare metal this is where my confusion starts, im guessing surface rust will form immediately unless covered so im thinking apply etch primer first essentially to seal from the elements even though primer i believe is porous.

So any advice would be greatfully received.

My current list of materials i have are

• Hydrate 80
• Electrox
• Deox-C
• Deox Del
• Etchweld
• Under body sealant

Im putting a lot of faith in Bilt Hamber products as you can tell by the list

Hi,

I use Bilthamber products, you generally won't go wrong with them, cracking stuff. I would normally use a coarse cleaning fleece (see above shop abrasives) attached to a grinder to take back to bare metal, you could then use deox gel though should not really be necessary if you have ground back to clean bare metal? You could then use Electrox which is an anti rust primer.

Hydrate 80 is normally only used if it is impractable to use either sand blasting or a grinder, this product is usually applied over rusted areas where it is suposed to neutralize the existing rust and form a hard surface.

Cleaning fleece looks very good, i wonder if theres such a thing with velcro backs as i currently dont have an angle grinder but have a porter cable polisher

I would expect the rust in that area to be coming through from the other side of the panel - ie the panel has rusted through. If that is the case then stripping, filling and repainting will only make the area look better for short time. I'd either leave it completely alone or expect to do a little welding while I'm in there.

Yep am expecting to have to weld, but havent picked up a welder in over 20 years
Father in law has a Handymig or something i could borrow or the neighbours offered me use of his cebora but it needs gas, going to see what i find after stripping, another cause of the bubbling i belive might be too much filler the underseal behind the arch feels intact which seems odd.

I dont expect the bodyshop used a decent primer from behind
