Well,I got around to dismantling the compressor motor and put it in the oven for 3 hours and my compressor is up and running until the 450vac capacitor decided to smoke. I'll be replacing it once the new one arrives

Incidentally for larger motors the old fashioned method of drying them out was to connect to a welder and use that to pass a regulated current through the windings.
