3 jaw chuck adaption

Someone adapted this chuck before it cam my way, what could the use be for?

Looks like they put some tabs on it for holding down to a table. Bit of a crappy way to do it but it probably worked somewhat.

Or a way of holding down on a T table. dont know if Pete meant a T table or bench.

There's a big blob of weld on the drill chuck also.

FWIW, it looks like a camlock (D1-x) backplate.

Of course it is possible that some daredevil without a chuck for his lathe did that so it could be bolted to a faceplate.
