Local engineering company for all sorts of metal, sheet/plate etc.
Local steam fitters/good plumber for steel tubing (red band or CDS).
Just ask nicely and wave some 'folding compensation' about ;)

My MOT man won't pass any repair if it's freshly gobbed up in underseal.
I leave mine 'as is' other than a coat of red oxide paint to stop it rusting, which he is happy with.
After the MOT I put a coat of underseal on to better protect the repair.

OK, a bit about my experience first.
I am a mechanical engineer by trade, although I'm now an IT Manager (it pays better)!
I can gas weld, stick weld and MIG weld.
I have at home an ancient SIP stick welder (still in good service after 25 years), a new(ish) Clarke MW 1503T gas/no gas MIG...
