OMG first thing i would do is get Norton bloatware off.I don't think it's running anything

Yes good internet connectionDo you have a good internet connection? Fusion 360 connects to online servers, not sure what connections Cura establishes but there will be some traffic to update servers etc. Norton could be exagerating that time taken.
Get rid of Norton and add as much ram as it can handle.
Windows 10 is what I'm running as you can tell I'm not that good with a computerSecond pedrobedro, ditch Norton A/V, there are some good freebie a/v software out there. Which version of Windows are you running Jamie ?
If a newer version just let windows defender run, a good browser is Firefox, install and run Malwarebytes periodically to pick up and delete any malware you might have picked up.
