They are all (afaik) sold by the size of the thread that goes into them. Metric and imperial.
Don't go drilling the holes unless the specs of the ones you are buying are listed and you can be sure.
Aluminium ones are thicker so need a bigger hole than the same size steel ones. There are various types of each as well so one m8 steel might not be the same size as another m8 steel.

So a 6mm rivnut with a 9mm o. d would bang snug in an 8mm hole?

They are not that expensive. If it's just to have a selection box in the workshop for odd jobs then anything will do.
For regular use I would spend a little more on branded ones as you have got a bit more chance of replacing damaged ones in the future if needed without finding out the hole sizes are wrong.
They do pull up like pop rivits though so slightly oversize holes might not even be an issue depending on the application.

Actually a slightly more common 9.5mm bit would probably be fine.
Flanged head rivnuts can get away with a bigger hole.
The countersunk types don't have much spare to play with.

Find a manufacturer of them which specifies a drill size. Buy that manufacturer's product. I've never used metal rivnuts but I'd imagine they are similar to threaded inserts in that they may require very specific and occasionally odd hole sizes.

The steel ones we use at work, usually work out you drill 3mm bigger then thread size, so m8 would be 11, m6 9mm etc, but as above they do vary in size, you can but don't recommend use a washer on the back side if the hole is too big, also used this method for plastic to help spread the force abit.

I would also agree with whoever above said spend a few pence on decent ones.
I’ve had no end of trouble with cheap ones. They pull up squint, the threads rip out, they won’t release off the tool. Generally a pain in the hoop. I am using a ‘proper’ setting tool as well.
