Do we know which vehicle that pad is from? That might help as there's all sorts of designs.
It certainly looks like a wear indicator though it's placement is unusual and it does look a bit short.
It doesn't look like any anti rattle shims I've ever seen though that doesn't necessarily mean anything. They are usually stainless too but not always. They also often form the sliding surface for the ears to ride on.
@RonA, can you clarify if you've seen loads of the same style on the same model of vehicle etc or lots of different styles.
Only having it on one pad is a sign it's a wear Indicator but only as stated before if you can be sure the other aren't missing.
If the vehicle that particular pad is fitted to has separate anti rattle shims or even the other style of external spring on the caliper then it's a wear indicator.
