I have used a fair bit of BH stuff - the Deox C and Deox gel are good, so is the Surfex cleaner. I like Electrox but in aerosol form it is expensive. The reason I went with Gravitex over the BH underseal was simply cost and the fact that Gravitex has been recommended a lot on this forum. I didn't buy mine from here but have used them before for their very cheap 4x Upol primer, wheel paint, and clear coat bundles - not as good as Electrox but ok for a cheap wheel refurb. 3 bottles of Gravitex for £20 will easily do 4 wheel arches:

I would say that epoxy primer is the way to go, based on what I have read on here. It's not from personal experience though as I haven't needed to prime a large area. Epoxy primer doesn't absorb moisture so can be left for a while as I understand it. In retrospect, buying a couple of litres of epoxy would have been cheaper than several Electrox aerosols. The Lechler 29107 epoxy is often recommended on here. You need the activator too obviously, and need to ask for it tinting. I think Express Paints was the cheapest when I was looking.
We did the same on our project- we didn't remove all the underseal or seam sealer, just cut out and welded where necessary. Underseal is hard to remove and unless it is failing and flaking it seems like unnecessary extra work.
I just scrubbed out the wheel arch with hot soapy water, did the welding, then primer on the welded patch, seam sealer, more primer on the patch, Gravitex over the whole arch.
