if you made it with a pent roof and had it sloping towards the fence and had that part of the roof no higher than 6' (hight of the panels) it shouldn't be a problem regarding rights to lightI think I could squeeze another 10x12 in there somewhere though, bit of a risky one though, would have to be close to the neighbours fence.

It's not ideal but plenty of people weld in wooden sheds, I used to arc weld in mine for years without any problems, common sense dictates it should be kept clear of combustible material and a good fire extinguisher kept close and finally get into the habit of a good check around once finished welding and locking up for the day... just in case you have something smouldering.... but as I mention I did it for over 20 years and only once set an old cloth on fire I had left on the bench.Would have to be a steel shed though right?
Or would plasterboarding a timber one be sufficient?
I'd say wood is good if you can get a good deal on 18mm ply you can always pretty up the seeable sides with some thin shiplap, steel is ok too if you make it yourself, a lot of the ready made ones are quite thin and they have to be on a very flat surface or you'll end up with gaps and doors that don't quite fit properly, also with steel if you have to heat it in winter it will condensate.
I always think that if other people have to look at it make it look clean and tidy and in keeping with its surroundings, try to avoid the Steptoe look
Rent a proper workshop. Using a timber structure to weld in may end in tears. It will also end up with the council paying you a visit, maybe even the HSE when one of your neighbours grasses you up.
As for wiring things off the cooker circuit... Don't.
