Hot tanks with caustic work well, a half barrel with a short leccy immersion element in the bottom would be a good unit for stripping loads of small parts. The engine cleaning caustic that we use in the Bupi has an anti rusting agent in it which leaves a protective film over the metal. That just rinses off with hot water when you are ready for paint. From memory the caustic comes in 20kg bags and is about £30, in the Bupi which holds about 40 gallons of water we put in about 5kg. That kind of strength is for general degreasing of engine parts but I have never seen paint on a block or head thats come out of there, you could play about with the strength and heat for paint stripping. So another vote for caustic but use it hot
