Has he done a strength test of pulling it away from the wall, not down? Maybe try pulling it at 45 degrees downwards too, for a better test of real life (Say, a deep shelf)? If you need to hang 200lbs on the wall then I think you should screw batten to the stud or cut a section out of the plasterboard and screw in a piece of plywood if you need lots of screws in various places (Like a TV bracket).
