Power wire brush is a no no for surface prep. It makes it look polished. Why? Cos it is! A tip from an SP Systems tech was to sand in epoxy resin as a base- this encapsulates invisible flecks of oxidisation and helps key at the same time, then following coats within 24 hours for a chemical bond.
This has worked well where (in the marine environment) blasting is impractical.
I use wire brush for mechanical abrasion, it works well in digging out corrosion in pitted areas.
I key the surface with 180 grit sandpaper there after, the surface doesn't appear polished.
