a 3 jaw chuck isnt acurate anyhow even from new .so new jaws on the old chuck scroll wont make any odds .and using a 4 jaw u would clock your work up anyhowsGive Rotagrip a call, they seem to have a good selection of chuck jaws, but not sure of the likely accuracy of an old chuck fitted with new jaws, unless its soft jaws turned for a specific job?
HBM chucks are made in India, and the very low price doesnt seem to suggest high quality. However for a cheap Chinese lathe, which is used only occasionally, I would think an HBM chuck would be fine.
If high accuracy is required though you need to be looking at "Accu True" 3 jaw types, or better still 6 jaw, but these are both very costly compared to 4 jaw types, but obviously no need to mess around clocking work to run true.
After all that I still cant get the runout below 0.16mm TIR
