Could be a number of reasons.
Poor connections on your meter leads giving incorrect readings.
poor connection onto part being metered.
Reflected power from transformer (back emf).
poor connections in machine.
Might be worth going through the connections from the plug (inc fuse holder and screw terminals of plug) then just inside machine does the mains lead go into a "choc block" connector if so then check security of screws and the condition of wires going into it.
Check the spade connections on "on/off "switch.
Check terminals on power selection switch.
All the above checks done with POWER OFF !!! and unpluged
