Can you establish if the control system is "digital" or good old relatively analogue 12v "yes or no". Then the painful task of seeing where the switch command goes and whether or not it makes anything happen at the other end. You can start at either end I guess, either from a switch which should make a motor turn or from the motor until you find something live upstream from it...
If it's anything like the one I tried to fault find, you can manually activate the massive contactors but be careful not to accidentally find the drive actuator. I almost drove a forklift through the garage wall when I found that one...

there's naff all else you can do
with no steering or switches you're chasing your tail trying to test them / fault find them
from my experience with forklifts, phone round and find someone who specialises in lindi
if they're only fixing one brand of forklifts they should be pretty good - it's like a mechanic who only works on one brand, and that brand only had 10 cars... 10 which are mostly identical anyway
What about Linde direct, they must have roving tecks
We were doing another job in a big distribution hub that had their trucks, the 2 way radios interfered with the speed controller's , the radios were in speck and not just one make
Took 3 weeks to sort the problem
