would need to be huge clamps the arch will be double skinnedI would carve a hardwood former to fit inside the profile of the wheelarch put a flat wooden block on the outside and squeeze it with a couple of decent G clamps, you dont want to be hammering unless you really have too.
I can see what it is now, when the op said he could get at it from behind I assumed it was from underneath, a spoon might pop most of it out if you can find or rig something to push against inside the wing.it does on some dents, not all. what makes it harder is that the arch will be double skinned so not really easy to get in at the rear of the dent
