Whoops! Trying to be clever saying line instead of live. Did have a headache when I wrote it too. Paracetamol just kicked in!
Said it before, but the time you've spent on this it an inverter / vfd would have sorted this out. From about 75 quid onwards, you could put a 13 A plug on one end, and the motor on the other and some basic config and you'd be up running again.
appreciate that it's always good to figure things out and find the problem, but sometimes better to forget it and just move onto the newer technology. Especially seeing the state of the wiring, think you'd be fighting with it for a while, this would probably be safer for him too.

aye just a screen grab, just to give you an idea of price, there's dozens of them on the market from cheap and rubish to cheap and half decent, through to ridiculously expensive. But you'll find plenty pretty much around that price. You'll need to check which motor you have and choose the vfd accordingly.
When I get time I'll take a photo of the one on my lathe, cheap and cheerful though, nothing fancy, was on it when I bought it...
