Sounds like he replaced the throttle body, which looks a bit like a carb.
If it won't idle hot or cold, it's not the lambda (O2 sensor) as it won't come into play until the coolant reaches about 70C.
Failure to idle may be air/vacuum leak. Could also be poor compression, especially if it's a bit reluctant to start.
