I'll admit I've never seen one of those wheels without a valve before.
I'm guessing that they're probably seated with a bead blaster, but you'd have to be careful not to over inflate them.
You could try the brake cleaner and flame approach, but it might be easier (and safer!) to just drill a hole for a valve.
That's what I thought initially, but it's got Inflate to 30PSI written on the sidewall.Looks like one of those punctureproof tyres, I have fitted them to some mowing equipment. Chuck them in a bath of hot water for about ten minutes and push them on.
