Purpose of this thread is to give an answer to the often asked question in the title
It may not be a great example but proves it is doable, and with a little more care than me, satisfactory results can be obtained.
This was a little tidyup i had to do on my own car few months ago before it's mot.
@Burdekin 's volvo thread reminded me i'd forgotten to do this write up at the time.
Firstly, i need to qualify my work...
It was done in the street,
A repair not resto,
Operator an intermittent "welder",
I am a bit broken, rubbish eyesight and bore easily
Most of the excuses out of the way, now the tools used:
Mig welder with 0.8 gasless wire
1mm steel sheet
Trolley Jack
Snips
Hammer
Spurious grips/clamps
Angry grinder
Power file
pokey proddy proppy thingmies
Lampost and fence railings...
It started off as a wee scab at the bottom of the arch, duly added to the to do list and immediately forgotten about/ignored for a period of time that isn't important
Upon a poking....
The tin of bodge and duct tape were put away at this point.
This was a job for Mr Sparky!
Bits of steel came out and were shaped by the surroundings, then stuck on of a fashion
Quick tidy, Fanny's your aunt and dinnertime
Not my best work but still a functional solid repair that passed mot.
