Perhaps I should have added inert welding gas as used for Mig/TigSomebody else asked this question a little while ago. You will need to reduce the oil level below the area of the leak. Then you need to inert the atmosphere inside the tank using N2, CO2 or even your welding gas providing the O2 content is below 2%. Clean up as best you can around leak, ensure your tank atmosphere is still inert before welding up the leak. When I used to do it on loco fuel tanks we tried to trickle purge the tank all the time welding was going on.
Basically you are reducing one arm of the fire triangle (Oxygen) to prevent combustion or this case explosion which is only very rapid combustion.

Can the tank be removed?It's a repair to small pin holes in a tank
On a bin cart access through a small hatch on the side

This is what I would do as this little hole will no doubt be the start of moreA large blind rivet with some goo around it will probably do the job, its worked for me in the past. If the tank is perforated the last thing it will need is a welder/heat anywhere near it. Just thoughts
