clarke 90 is cheap second hand , welds body panels fine
I've not been able to find any used units on ebay, that are in good condition and not collection only. But a new one isn't to bad as far as the price is concerned.
I got my Clarke 105EN of Gumtree so look out there too, but you do need a gas setup for car body work.
I did filler then epoxy, here is one of my driveway warrior projects.
Before welding.

Then filler and sanding.
Ready for epoxy, for this job I used a SprayMax two part epoxy rattle can.
Finished and ready for paint.
Back then I did not have any paint spray equipment so went to a local body shop to get the job finished.
epoxy typically doesnt have the nasty isocyanates that 2k products have
if its a clean rust free panel you can fill straight onto bare metal or over epoxy - up to you , id not have a problem going onto bare metal but do keep it dry , some people seem to think its okay to park up in rain for a week before priming it etc , its important to keep it dry until its painted
