Not unless it says what gas is in it, has the owner's name on it and is filled by the owner or his agents. If those conditions are met, it has to have test pressure, safe working pressure and a test expiry date (which hasn't expired) printed in it.
Its a refrigerant waste gas bottle i.e scavenged from a failed air con system. Contains questionable gas and would not be clean enough for a welding gas. Ownership and pressure, test cert etc. aside. You would be hard pressed to find some one to fill it for you.
