I think we will need a bit more info on what you are attempting to do - e.g.
Are you butt joining two pieces of tubing together? Your post suggests this but why do you say 'on top'. Presumably if you are butting the tubes you will want to weld all the way around the joint? If so, can you rotate the tube so you are not welding up, down or overhead?
...or are you welding something to the top of the tubing?
Presume you plan to MIG weld since the post is in the MIG section? Is the MIG machine at your disposal limited on power for the job?
What is the wall thickness of the tube?
I presume it is steel tube?

sorry for not posting enuf info....
the wall is about 1/8 thick, steel tubing what i mean by on top is both the flat sides, i cant seem to make a nice low weld, they are always high
this is in our blksmith shop, no limit of power can u also post what the wire feed and amps should be? thanks

Are we talking square section tubing here then, being butted together?
Have you tried separating the pieces slightly before welding, and possibly moving the torch quicker. Or higher power and moving the torch quicker (is the weld penetrating through to the inside).
Sorry, I can't venture what the power and wirespeed should be - they are just numbers on my machine. I use a sheet I have printed out from the calculator (filled out for my machine) on the MIG tutorial of this forum for the power setting and then tweak the wirespeed to get a nice even crackle (again, on the tutorial there is a clip showing too high, too low and correct wire speed). I would then have a go on a practice piece or two and fine tune the parameters.
I'm signing off shortly but I reckon if you were to post a picture or two there will be some folks along soon who will point you in the right direction.
