I must have done colour coat 30 times by now and never had this problem happen:
The car had been taken back to bare metal:
Then epoxy:
Then Green Ti (spray filler). Low spots identified using guide coat powder and filler applied. Used 25cm block to get it flat as seen here. Then resealed with epoxy and another layer of Green Ti (because it's easier to sand)
So there's no photo but the filler was sealer with epoxy and then more Green Ti.
At first I thought it was because of dust from the Green Ti. The Green Ti creates a lot of dust but I vacuumed it off, then blew it off then wiped off what was left. That's what I've always done and never had this problem.
The only thing I can think of is that maybe I didn't let the silicone remover dry before spraying on the solvent based colour coat.
