I've never seen a professional ring roller with knurled rolls. With the force involved it would leave an impression on the material. Not sure they need to be hardened either, would make them prone to breakage. Don't think ours are hardened. When i made the one i used to have i used bright solid bar - reasonably regular diameter and a smooth finish. 3 short bits from Metal Supermarket or similar should do?
There's a fella on ebay selling plans for folders and ring rollers. Not sure if he has any on at the moment but i keep coming across him when searching for things!

Usually cheaper to find a tame machinist or you could buy/make a radius turning attachment for the lathe
