Caveat: I realize that this is likely to be a time consuming way of getting the right sized spanner.
How easy would it be to grind or mill an imperial spanner up to the next useful metric size? The junk shop I go to has loads of old imperial spanners and precious few metric ones. Buy 3/8" by the dozen and expand them to 10mm so you never run out.
As an aside, today there was a double bick anvil for £300.
