They should have contained the vehicle at the roadside and insisted that all necessary replacements were carried out by a mobile tyre fitter before it moved another inch.

Then issued some hefty fines and appropriate penalty points - it doesn’t bear thinking about what could have happened if it had blown out.

As for the ‘council officer’ who allowed it to be moved, words fail me.

I doubt they have any power to contain the vehicle. A police officer would be able to do so, but a PPO is not!

It also states quite clearly that the car was "taken to a nearby garage".So how did they do that then? I really do think they mean driven to a local garage.
Taken sounds far less dangerous and far less offensive.
