Welded repairs to highly stressed components such as steering/suspension arms, rods, levers etc are not normally acceptable, other than where the component is made up of sections that are welded together. In these cases the repair should appear to be as strong as the original design.
point out the relevant section in the testers manual to the tester then if he still refuses tell him you will contact vosa to find out who is right, he will soonJust what happened I welded a subframe up nearly 2 years ago for mot cut out old section and welded in new 3in square it's passed 2 mots and now the car has been taken to different mot station and failed because of the subframe been welded. I could understand a suspect playing over but a proper job cut and fully seam welded with full penetration doesn't weaken the structure
my first fiesta had a welded rear beam, there wad a section nearly a foot long had been put in. It failed the mot I put it in for So I ground the welds back flush three a load of hamerite on it and told him it was a second hand beam. My word against his and he passed it

The inspection here is franchised to a couple of independent companies. It's all computerised/rolling roads etc. and results recorded. They don't do any repairs, and in my experience have little obvious reason for questionable failure. Things that have failed my cars in the Uk which seemed unreasonable to me, like a little play in a top steering column bush, or a smidgen more than expected brake pedal travel, are passed here without comment (if there are no visible leaks in the system).
Small stuff is noted on the pass sheet and should be attended to- if a roadside check shows you haven't fixed it you can be fined, seems fair. At least in my local one they'll get out a screwdriver and adjust your lights if necessary as part of the service. I've seen them fail a dodgy weld on a pickup chassis, but were quite happy with an obvious welded repair on mine close to a spring hanger.
