I don't know the model you refer too, but I believe Interlas was a Dutch company which later became part of ITW who also own Miller. So chances are its a Miller tig. Can you post some pictures of the actual unit?
That looks like a tig add on unit, I have a 200A Viper add on which looks very similar.

As Scott said, it is an add-on HF Tig box for a DC arc welder. The inputs at the back are labelled + and -, so your "Arc Welder" will have to be a DC Welding Power Source, not an AC buzz box or an oil-cooled Oxford, and you will not be able to Tig aluminium with it.
It's possible that this unit could operate on AC or DC, after all, it does say so on the front panel, and several manufacturers do produce ACDC addon units. The fact that the input terminals are marked Pos and Neg doesn't necessarily mean that it is DC only, the markings would be important for DC operation but irrelevant if it were connected to an AC supply. The question is whether the unit is capable of producing only short bursts of HF for starting an arc in DC tig, or continuous HF for AC tig. Really you need to source some paperwork for the unit to be certain.
