Is it because you need oxygen top have a fire, being submerged it is protected from oxygen?

A Volvo i had used in in line petrol pump, It ran with petrol flowing right through the windings,commy etc. never a problem for the reasons stated above.
Unless it's a Mondeo.The petrol is also essential to keep the motor cool. Means you can get away with a smaller, cheaper motor and it should still be reliable for the design lifetime of the car.
